The Falck appointment from Siemens is the most telling signal here. Bringing someone from industrial automation to lead mobile infrastructure says Nokia sees radio as a control-loop problem now, not a tuning problem.

In industrial automation, the principle is simple: instrument every sensor on the floor before you build the control loop. No blind spots.

In mobile, the most critical sensor is the device in the user's pocket. But most AI-RAN models today train on gNB-side PM counters only. They see CQI reports and PRB utilization. They miss the RRC re-establishments, RACH timeouts, and SCG drops that happen between measurement reports.

If physical AI means treating cell sites like industrial assets, the logic should follow: instrument the edge that matters. Right now that edge is the UE, and almost nobody collects from it.
